I am moving into a new apartment and for bizarre reasons cannot get internet installed. So my only option is to get mobile broadband via a USB connectio. I basically want to find out if an additional laptop can share the internet with the main computer that is connected to the mobile interent through its in-built wifi facilty? Thanks.
If your using a USB 3G stick from a cell phone provider, then yes. You will need a 3G router that will accept the USB 3G stick. http://www.megafta.com/index.php?main_page=product_info&products_id=149

No, mobile connection can’t be connected to a network .

You cannot share through a computer but most wireless companies with usb connection do sell routers as well that will allow you to plug the usb into the router and share the connection that way.

Sure. This is just sharing a network connection and the fact it is a mobile broadband dongle isn’t really relevant. I’d probably use a wireless router or access point anyway, even if it is not connecting to anything, to avoid potential issues over ad hoc networking or forcing one of the wifi adapters to run in access point mode (which not all adapters can do anyway). Then configure ISA server or simlar to share the internet connection from the laptop.
